An editorial in The Guardian urges that the review of the care system promised in the Conservative manifesto should start as soon as possible, be fully independent and ‘peer into all the troubling gaps’. The piece states that with the number of looked after children in England at a ten year high, how they are cared for and educated should be of general public concern. The ‘dysfunctional’ residential care market should also be reviewed, as should the issue of moving children many miles from home.
