Councils should be required to guarantee apprenticeships for care leavers as part of a range of measures to improve access to work for looked-after children, the children’s commissioner for England has said.

Pointing to figures gathered by her office, which reveal that just three per cent of care leavers aged between 19 and 21 were on apprenticeships in 2015 compared with 24 per cent of young people in the general population, Anne Longfield said care leavers face a number of “serious barriers” to apprenticeships.
