The Children’s Commissioner for England has published a report, looking at how many vulnerable babies under one there are, and the sorts of risks they are exposed to.

Findings include: there were 19,640 babies under a year old identified by local authorities as being ‘in need’ in March 2017, of which 15,800 were living at home. Recommendations from the report include: that the multi-agency safeguarding arrangements, being established to replace Local Safeguarding Children’s Boards, make an assessment of likely levels of need among young children in their area and draw up strategies to identify and help those children.
