As part of its programme to end the criminalisation of children in residential care, the Howard League for Penal Reform has published the third in a series of briefings examining different aspects of the issue. The latest briefing, entitled ‘Hearts and heads’, looks at good practice in children’s homes and sets out a number of core principles that should be applied in all children’s homes to help protect children from unnecessary criminalisation.
